I shortened it to 10 characters and it added 4 numbers to the end - so i can have 4 numbers but not 4 letters lol.

There is no way to request a tag to be freed up. The tag system is in use on other Microsoft services so even if it's not in use on an Xbox, it may be in use somewhere else. The system also doesn't see things like spaces as making a gamertag unique. So even though you may be searching for "Mugi" the tag is in use as "mu gi".
